The following are links to government resources for the human resources professional.

Work Opportunity Tax Credit (WOTC) is a federal income tax credit that provides an incentive for private for profit employers to hire individuals of certain target groups, which have traditionally faced significant barriers to employment.

Child Labor covers hours of work, time of day and prohibited employment for minors 11 through 17 years of age.

Fidelity Bonding Program is a free business insurance policies that protects the employer in case of any loss of money or property due to employee dishonesty.

Foreign Workers assists you in understanding your responsibility before hiring a foreign worker.

Federal Employer Identification Number (EIN) is a requirement before hiring employees.  The EIN is a nine-digit number that the Internal Revenue Service use to identify taxpayers that are required to file various business tax returns.  To obtain an EIN simply call (800) 829-4933.

Wisconsin Employer Registration is the place to obtain an Unemployment Insurance (UI) account number.  Businesses hiring their first employee must register with the State of Wisconsin to secure an UI tax account number.  Payment into this account enables qualified individuals to collect unemployment.

Federal I-9 Employment Eligibility Verification Form will assist you in the completion of the I-9 Form.  Some employees require an I-9 and others do not.  If an I-9 form is not required, no further action will be required.

Wisconsin New Hire Reporting allows you to submit your required report to the State of Wisconsin online for newly hired or rehired employees.

Federal Employment Taxes gives a summary of required wage and tax reporting.

Employee Benefits - Retirement and Health Plans describes the rights and responsibilities of employees and employers under various federal laws

Worker's Compensation provides information on specific requirements and how to obtain worker's compensation insurance or become self-insured

Labor Standards - Wisconsin provides information about the rules applying to employment: minimum wage, wage claims, private employment agencies, hours of work/overtime, breaks, child labor, work permits, required employment records, cessation of health care benefits, required notification of business closings and mass layoffs.

Family and Medical Leave helps you understand your responsibilities to provide leave for employees for birth, adoption, serious illness of a family member or the employee's own serious illness.

The President's National Hire Veteran's Committee, in cooperation with the US Department of Labor's VETS and Employment and Training Administration (ETA), launched a campaign to promote the hiring of veterans by employers.

HireVetsFirst and the US Department of Labor's Toll-Free Help Line 1-877-US2-JOBS (TTY: 1-877-889-5627), refer employers to local One-Stop Career Centers for assistance in connecting to veterans.  Businesses that contact One-stop Career Centers will have the opportunity to tap into the veteran labor pool by utilizing the comprehensive services offered at One-Stop Career Centers.
